The Renters Rights Bill is set to reach its final stage in the House of Lords on 21 July, just before Parliament rises for the summer recess. This Third Reading provides an opportunity for the Lords to make final refinements, ensuring the Bill’s wording is clear, practical, and consistent before it returns to the Commons.
At this stage, amendments can still be introduced, and some changes have already been made in the Lords that were not part of the Commons’ earlier discussions. This is likely to lead to a short period known as ‘Ping Pong’, where both Houses work together to agree the final text.
With strong cross-party support and Labour’s significant Commons majority, the Bill’s progress is expected to be smooth. While there is a chance it could become law before the summer break, it is more likely to be completed once the Commons reconvenes on 1 September—just ahead of the Labour Party Conference.
